Pretty sure the "take photo" is only used for some mission-specific things throughout the game and don't actually really take a picture and save it anywhere, unfortunately. You can't view camera pictures. If you use Steam you have the ability to take screenshots. Someone's going to suggest the ingame screenshot function (print screen) to you
To access said powerful tool, all you have to do is click on the Up Arrow on the D-Pad. You can use R2 & L2 or RT & LT on the PS & Xbox respectively to zoom in or out in the Phone Camera. For the PC, you will have to click on the X Key to access it. Using the Scroll wheel Up or Down will Zoom in & out respectively.
