To get the community rewards you have to go on the game go into the online events page and if the goal was reached you press claim. They are usually done pretty fast I believe country outfit was available on the 4th day.
The cult outfit is likely from a live event that hasn't happened yet (they are all in the files accessible to hackers) I really hope so, it's a nice outfit. To be fair the flamebearer outfit is just a black version of the Flamethrower Cult Heavy. So that is a cult outfit.
